Are you sure that Pearl Drums made a double bass pedal in the 1970s? Here is the catalog from 83 and you see no double pedals yet. I can't remember the exact year they came out- somebody chime in here, but it could have been in the late 80s.

These are the ones made by Pearl for DW. This is about as early as you will find them. Pearl did not start selling them under the Pearl logo until they saw DW having great success with them. Pearl makes great hardware, and any time you can get it at deal pricing, buy it. This set of doubles sould be what you are looking for, regardless the name on them. If you can find these, which you likely can by searching ebay, they would be the ones you should buy as these are the earliest out there. Good Luck!
