Painting Slingerland 22" bass drum hoop

Hi Guys

Any suggestions to what type of black paint to use on a pair of 22" Slingerland wood hoops?? These have the chrome inlay, 1/2" wide. I planned on taping over the chrome inlay and painting. The inlay is in good shape, just needs cleaning. Spray, brush? Help???

I sprayed mine with the black gloss $1 from Walmart. Looks great.
