Some of the drums look like they have bottom lugs so, technically, no that isn't an Octaplus set as cataloged. That had 2 bass drums, 8 concert (single headed) toms, and one double headed floor tom. I'm sure Tutt was an endorser so Ludwig was probably willing to build him whatever he wanted. This set might share the same sizes as an Octaplus but with bottom heads added at Ron's request but as such it wouldn't be an "official" Octaplus set.

Hard to tell in that pic, but there's a reasonably sure way to tell if the kit started as an Octaplus.

Back in the day, Ludwig's concert toms always had small lugs, even the larger sizes. They also had a bottom bearing edge, which meant it was easily converted into a standard tom. So if you ever see a vintage 10x14" tom for example, and it has small lugs, you can be reasonably sure it started as a concert tom.

If the pic was larger/clearer, we'd know how those toms originated, and whether the kit was originally an Octaplus.
