You know you will have to cut two plugs, thin them down and plug from both sides (in the direction of the curve/grain) To have finished wood on both inside and outside !! As far as the screw holes,...there are a couple of options.

I'm not sure I understand... Why? It would seem I could just bevel the edges to provide a good gluing surface and that would be enough.
I'd be refinishing the shell after the repair.

If you look at the photo on the first page you took of the inside of the drum, look at the bolt holes, ..see that ring mark the washers made, If you plug it from the outside, you will see that kind of ring on the inside, if you plug it from the inside, you will see that type of ring on the outside of the repair.
To make the joint invisible, you need to plug the hole with a tapered plug larger than the hole and sand it down flush. How you gonna push a plug larger than the hole all the way through the hole ??
If you want finished wood on the inside and outside of the drum, you gotta make the joint invisible by going both ways with tapered plugs larger than the hole from both directions. Otherwise you will see the plug on one side or the other !!
It`s fairly easy but lots of time and labor and thinking involved !!
How you gonna prop up the flat on the damaged hole ??

Are you going to wrap the shell or are you wanting a natural finish? If you are wraping the shell the repair doesnt have to be so perfect, but does need to be pretty solid.
