I understand this clips on to the bass drum rim and has a felt pad that rests on the drum but it looks like it should have a cymbal on it but I am not sure. Anybody have any ideas.

Sure. It's a crash cymbal mount for an old time marching or concert BD. I still use one every week with our community band. It allows the bass drummer to double cymbals.
