Tilt converter with the joint missing. You will probably need to use thickness and other dimensions to figure out who`s.

It looks like it is to hold a cowbell that doesn't have a mounting hole/eyebolt already built in.

See photos below. The Pearl arm has a clamp that is similar to yours. The second photo is for the type of cowbell that would need that type of clamp. The third photo shows a cowbell that would not need that type of clamp (mounting hole/eyebolt built-in).
