I see. Then just take a piece of wood and drill a hole in the wood that snugly holds the head of the bolt. Place the bolt head in the hole (upside down) and find a socket(s) the right diameter and place it over the shank of the bolt. Tap the socket with the hammer and it should flatten the washer. You can even use 2 sockets, 1 small diameter and 1 larger, rinse and repeat as above. This way you'll spread the whole washer evenly if the single size socket does not flatten the whole thing. Make sense?

I tried your idea with a couple modifications. I took a flat piece of wood like you said and Drilled a whole in it the size of the bolt head. But instead of using a socket I use a 1-1/4" thick piece of wood dowel cut about an Inch and a half long. Then I drilled a hole in the center of the dowel the size of the bolt shaft. I place the bolt with the head in the hole on the board. Then I put a large fender washer over the mounting bolt then slide the Dowel over the bolt shaft and smack it with a hammer. It work great. Flatten the washer right back to the way it was. I didn't like the socket cause it left a ring indent on the washer which if you hit to hard it pops out the other side.
