Looks like a cowbell mount, but with that extra metal bar and clamps to what?
It has to have a specific purpose.

I could be wrong, but didn't they usually hang a wood block off the side of it too? Seems like I have seen that in pictures before with both items. Like the wood block looked like it was wedged between the tom and the cowbell or something.
I could be way off, but I dunno.
