Those Rogers beavertail lugs are late Fullerton tom lugs (Big R era with c-clips). Can't help with those T-rods, but they're not Rogers.

Those bass drum tension rods appear to be Yamaha to me.

Pretty much unchanged from the 70's to the late 90's at least.
