Wood grey painted bd hoops used to show up on British (Carlton, Premier, John Grey) drums and European drums including Tromsa, Trixon, and Sonor. Don't recall Japanese manufacturers using similar bd hoops. Geographically, I'd guess European.
I am quite sure it´s LEFIMA, because of the tension rods. I used to have one of them. I have to search my photofiles:-)

It's one of the first series of Tacton -- just after Lefima. There were some pics in german Internet during last years.
I've posted some of them here in severel old threads.
