Over here in the UK we refer to it as a badge. On the english rogers the script logo was rogers with a line under it. These always fell off the drums so a lot of guys would get the USA rogers script logo and glue them on. On USA rogers these were put on at an angle with three pins. The english rogers were put on in a similar angle. Here is a pic of the rogers script logo that nick hopkins sells for english rogers for £7.50. Also a pic from english rogers website.
I agree, the drum looks complete. The ones I have seen normally have a first generation snare frame, but perhaps you have a later version that has a later frame. First version Oval badge with no grommet or serial number is correct. Original English script Rogers badges usually separate from the drum due to fragile pins.
Nice drum. IMHO, those drums actually play better with more body than the US version.
