The only way to repair it was to cut out the loose section of inner ply. I cut it back far enough so I could access the inner damage and to be able to get glue up under the remaining parts of the loose inner ply.
This shows the hole with the outer ply section taped back into position from the outside.

Here are all of the little pieces put back into place. There were about 10 little pieces that had to go back together like a jigsaw puzzle. These pictures were all taken with no glue. I didn't have time to take pictures during the actual repair.
