hi from what i see this is not a bad fix , u can get a test kit from star chemical to tell you what kind of lacquer it is then you can buy a shake can from them ,thats compatible and shoot the area with seal(sand in between coats lightly) first then a respray over the area with the same clear ,cool results as it redissolves and bonds to existing finish then ,presto change o new drum
