I have these Gretsch lugs which cleaned up and polished very nicely with a good shine, but now, I'm finding as I re-apply the lugs, the threads are literally turning into gray/black dust. WT*-what is that all about??? Well that ticks me off-even more parts to buy!! What do you veteran guys do with a situation like this? It's a true shame to waste the lugs...

No expert on Gretsch, but that did not happen on my mid/late 60's round badge kit. Brooklyn-to-Arkansas QC issue? Just guessing, I have no idea why.
I suppose you could try the JB Weld product like we use to rebuild Rogers bread and butter lugs, but I doubt it would be strong enough to survive a re-tap.

Later lugs are of pot metal and over tightening strips them out
Maybe over size bolts and retap could help but once stripped not good

The good news is , that looks like a sleeve decomposing, the bad news is, I don't know where you are gonna get one.
I had this problem with a exhaust bolt one time. My solution was to stud it but you are not gonna be able to weld that pot metal. You gotta find a way to sleeve it.

Maybe you could plug it with Aluminum or Brass and re-tap......Whatever you do has to withstand the head tension.

were the heads on the screws- flat screwdriver round- or the evil hex. So hex evidently were self-tapping. The Rounds were just screws you could take in and out daily (for a 100 years)
What happens when you try reinserting them (creating a new thread). Ok. Have to go to your mechanic and ask about a product that creates 'new threads". It may be JB Weld but, once in and dried, I wonder if screw will not be frozen forever to lug...So I wonder; Dab some mixed JB into lug. Place Vaseline on Hex screw.
Screw in to lug. Let sit. To dry. After the appropriate hours or slightly earlier ; try removing (unscrewing) the screw (and hopefully) new threads will have been created.
Auto mechanics may have/recommend/ a different product (than JB Weld) for this.
Most likely replacements unless early ones , will be the same ,,,

Helicoil metal thread inserts. Not particularly cheap or easy but a quality repair and you should be able to use the original fasteners.
As a list ditch effort...maybe you could use some Loctite.
All the above are so hard for pit metal I’d rather buy some new ones
