You bring the screw with you and try it on. They have a gauge board.

By "tom blocks" are you referring to the brackets used for the floor tom legs, shell-mount cymbal holder and rack tom? If memory serves, I believe these brackets, and the lugs, make use of 8-32 threading. I don't recall on the muffler. Which one are you referring to; the baseball bat or rotary version? I believe the BB muffler may use a 4-40 screw and nut. Don't recall if the rotary muffler is the same or possibly a 6-32.
