I have a 1986 Rocker ll and would like to upgrade the tom holder to a modern holder ball and socket type. Anyone know of one that I can slide right in the existing hole? I would also consider replacing the mount in the kick drum as long as the hole pattern is the same. Thanks.

Do you have the older Ludwig double tom holder / tom mount Model No. 781 with the "LUDWIG" sticker?
If so, I think you could use one of these:

They are both 9.5mm arms, the only question is will it fit the Model No. 781 receiver in the bass drum. Someone on here will most likely know for sure, but I do believe it is a direct fit.

If it's the original Ludwig double tom holder then anything with a 1" diameter down tube will fit the base plate (just double check by measuring the diameter of the hole the post goes into). I believe Ludwig still uses that size so modern Ludwig should work, as would Gretsch USA stuff . Gibraltar makes some similar stuff too. Really the only critical aspect is the diameter of the tube needs to be one inch and the diameters of the ball arm posts need to be 9.5mm (3/8ths inch). None of the metal in between those two ends really matters.
