Turning toms into snare drums, optional, is catching on. I,ve heard of the majors starting to offer this. I am curious if snare beds are cut for the snare wires, because if they are, would that not affect the tom sounding like a "tom"?...You would need to tighten that bottom head to get the wrinkle out, or close to it.

Are you saying they’re making toms optional to convert to snares with possible factory pre-made snare beds on the toms? I have not heard of this and don’t think it would work. I think the snare beds would have to be made when converting.
