That 'male' construction looks strange to me (in regards of Premier).
As far as I know, Premier used angle adjustments with 'female' ends only.
This means: all Premier angle adjustments I know need and have also fixing screws.
My proposal:
You use a Premier angle adjustment, take additionally two tom arms (I know where you could find those) and rasp their other end down to the diameter you need to fit with the 'female' sides of your drums.

After looking at the web page tonight,[the first photo came up]first photo of the mount.I don't think it's Premier i have vintage premier tom parts and as Ralf stated the round mounts on the bass and tom would be "Male" ended and the tom mount arms would be "Female" ended... I do have a complete tom mount from the late 50s-60s..if you need it...Mikey
