These have been on my local craigslist forever and he is asking $400 for them. I just want to know if they are worth buying?

I agree with mickey777 its a bit on the high side but still not over priced see if you can can get it down some. im sure the hard core pearl bunch would take that off your hands if you ever get sick of them. with that your investment is safe.
Try to get him down. The snare...looks more like a Star snare, and that is a great one. As for the price, I too, am saying too high, however that looks like an original green sparkle, and that is RARE. I never seen an original green sparkle MIJ from this era, that looks like it is original. You can tell by the type of flake. Looks like glass, not really uniform, just looks like old, MIJ wrap to me.
This is how I would begin the discussion:
Mr. Drum owner, I would like to come look and play them old drums you got on craigslist. Also, find out if his a member of any forums. DO NOT point him in this direction, ask if he is on the Pearl drums forum. You want to know what he knows. If you know he is a member of that forum, then you can assume someone there has inflated his thinking. Go, cash in hand, no other discussion until you get there, no negotiation, nothing other than to set an appointment. When you get there, ask, first and foremost, how many people have been there. If no one has actually been there in person, you have the best advantage you can ever get. Again, have cash in hand, no more than you will actually spend on them. You want to do this as he has no other real, cash in hand offers and time is now on your side. Since they have been up for a long time, he has likely been emailed a hundred times, lowballed, and beat down. However, if you are the only person to have ever shown up, you can show him cash and threaten to leave. Stand firm on the lowest offer and make him work you up from there. Start at 175, AFTER you have looked them over carefully.
Inspection should be after the first quick round of play. Run through about a minute, if they are tuned. If not, immediately ask to do an in depth inspection. This will show him two things, one you know what you are looking for, and B, you are a serious buyer. First and foremost on the exterior, look at the amount and severity of pitting, and ask whether he has ever done a lugs off deep cleaning. After the answer, you will know how well he knows the drums. Look at the seams, of course, then the overall condition. Remember, you are looking a serious buy. You want them, but show no emotion. NO EMOTION! After the exterior, take off the bass res head. You want to know if this kit has lived without the heads, and if it is in good condition, then go for the batter side. If there are any knicks, NOTE THEM. You can repair these, but you are going to use this in the negotiation. Go to the floor tom next, same thing, then the mounted tom.
NOTE the shell composition. If they are the thin shells, you will have a really nice find, but keep it toned down, you want the drums on your terms. If he has had many people come to look, then find out why they have not sold. If he is firm on price, that may be the reason. IMHO, these are worth no more than 300, TOPS if all the edges are good and there are no problems with the wrap and shells. Look for delamination, all sorts of things. Take your time. Remember, you have cash, he wants cash, take advantage of the situation.

[COLOR="Red"]EDIT: I think these have been brought to our attention before, like last year, maybe early this year. After closer inspection, the T-rods on the bass look like Star Ts. Look very carefully, This looks like a mixed kit. You will need to take very detailed pix, post them, and we can see if it is all Pearl, but I highly doubt it, and we also think it may have been re-wrapped. As I stated earlier, the snare looks like a Star, the strainer is my clue to that. Ask the owner point blank when he re-wrapped it. Pearl, nor Star, offered green sparkle but once, as far as I know, during this era. It is hard to find in any catalog.[/COLOR]
