The kit was ordered with two rail consolettes which it has, so those were factory-drilled holes as were those for the cymbal mount.
I consider an "extra" hole on a shell something that's not being utilized and something that was more than likely drilled to mount non-original hardware. In the strictest sense, however, I'm sure that you're correct.

I just don't recall ever seeing extra rails/cymbal mounts being drilled at the factory........
Have you ever taken the mounts off,and seen how clean/accurate the holes are?
Maybe the guy dreamed that he ordered them that way.........seen that before........
Example.........guy swears to me he bought them new in 58,but date stamps inside are 1960.....how did he do that?

I purchased the kit from the son of the original owner. He mentioned that his father had special-ordered the "dual" rail consolettes as well as the mount for the cymbal L-arm. I've got no reason to question him and, more importantly, I really don't care at this point. In direct response to your question, I have taken the mounts off and the holes are extremely clean and accurate.
