Here's one for 'ya........

Is it possible to put the screw into a piece of hardware, and then tap that screw for a smaller size while it is in place?

that's illegal down here in the south. but, it will give you fits if you ever want to loosen the one. they might should be tapped in reverse thread. just a thought.

You would need to find a reverse thread stub/bolt etc....but that is a good idea. Or you can peen the threads and screw it in to stay tightly while drilling. Or you can use thread-locker red for permanent stud setting.

Yes, you can generally do that. The most important thing is get a perfectly centered prick mark to start the drilling process. I used to do a lot of drilling out of frozen exhaust studs on Suzuki GS models when I owned my motorcycle shop.

One caution, it is so very easy to wander while drilling. Just take it really slow and have a new/sharp bit.
