Is it a Ludwig Snare Drum

Any idea of what this drum is?looks to me like an old Ludwig circa 30s or 40s but don't know for sure.It also has a wood wrap inside the shell...very odd to me but maybe someone knows more about it.Thanks

I would say no. The bead is a different shape than any Ludwig I have ever seen. But this one is a little out of my range of expertise.
