No, the snare is not an Arbiter. 

All the drums appear to be of Asian extraction...like you say, Pearl, Star, etc.

Sure looks like the same badge, hoops and lugs as this Arbiter Exclusive. Even has the same four holes for the original strainer which was replaced on both examples. I'm sure it's a MIJ drum, but probably Ivor's first foray into selling his own brand of drums.

Why is it the floor tom that goes missing with these old rescue kits?🤣

A few months ago, a neighbor of mine dropped on my porch a red sparkle '60's Pearl floor tom that he found at a yard sale, probably for free. It would go perfectly with this set.

A later Taiwanese Tama pair of rack toms came along with it, I think I may use the 14" one as the floor tom for my cafe kit.

Lots of sets were sold as 3 piece without floor tom in the 60's.

I only became familiar with Arbiter drums after Ivor Arbiter started inventing new tuning systems. I had no idea the company was making their own brand of "regular" drums, too. Those drums remind me of a Japanese stencil kit, for sure! -especially the badge!

I'm sure the snare is also a MIJ stencil drum. This would have been the easiest way to get into the drum business. The rest of the kit may or may not be badged with the Arbiter name. 

Ivor Arbiter was also responsible for Hayman drums, having partnered with John E. Dallas & Sons to take over making Carlton drums, which eventually resulted in the formation of the Hayman brand.
