There is clearly wear on the hoops from where a bass drum pedal was mounted....which would suggest that it was used (at least at some point) as a kit bass drum. But, overall, the paint on the hoops looks pretty good.

The aluminum gutter weld glue was probably someone's "bright" idea to keep the screws from backing out....Can't figure out why they only did a few of them, though.

My guess is some hippy bought it at a pawn shop to use it at a drum circle....but just didn't get invited to that many drum circles so the handle wasn't the best idea after all....*cough* ;) I mean, overall, it doesn't look that bad. I hate seeing drums that have been desecrated, ....but I've seen worse than this many times. So, if you're someone with the inclination and know-how and patience, then you could get a nice player's bass drum out of it.
