I have a hunch that you can find tube lugs with the hole spacing to match the holes for those toy drum lugs. You would not have to do any drilling, and could return the toy lugs to the shell at any time. The drum would be sturdier to play with the tube lugs.

I had no idea these existed and I also had never noticed the mini kit from Ringo's Sgt. Pepper's era special appearance, either. So thanks to all for the education!
I once owned a King Bobcat drum kit that was kinda like these kits -in that, the drums were very small ...and yet were kinda serious drums at the same time.
