I don't see any reason for extending so far out other than to say they are not copying another. Once past the bearing edge, you can go across the room with the head and it shouldn't matter. The idea is no ring or hoop to shell contact. But like I said, it helps with sustain a lot.

so your 12 tom has a 12 skin, right?
in the concept of the picture a 13 head is mounted on a 12 shell, with a 13 hoop
that's a big difference
and I'm wondering about that..,
Since no one has ever tried to market anything like that since, and Pearl themselves discontinued them after a year, i think your answer is:
... not much, really

No,12 and 1/2. the hoop accepts that size. The hoop and heads are larger the lug goes out that far, I don't have bump out rubber under the lugs, they were made that way. It,s a floating head system. I can't resort back by taking bump out off the lugs like that snare can.

The Premier Soundwave Mk II's had undersized shells (1982-85, I believe). Sound awesome.
did a 12 Premier Soundwave tom mount a 13 skin? no! that's different
