Rare? You bet! One of a kind I would say. What other 6.5 seven line has custom snare beds?
Now, as for value I would say, someone took a $750 snare and turned it into a parts drum.
Hopefully the pictures will tell a different tale, but given that there's no rail, the previous owner probably rectified the situation in the worst possible way.

Wow! Talk about a coincidence. I just picked this up on Monday. I wasn't planning on buying a snare drum but the condition for a 1964 drum was too good to pass up. It is also missing the bridge.

Congratulations! Nice drum and glad you picked it up. Now maybe you should customize it with some snare beds.
Every Rogers in a 6.5” depth from the Covington era is rare, be it Dyna, Powertone, Tower or Luxor, and your Dyna is a beauty. It is a whole different beast than the 5x14 cob Dyna.
Looking forward to seeing the OP’s Dyna and to see what is going on with the beds.
