I cannot find this drum in any of the Slingerland catalogues.

Sure looks like a Universal Model but with eight lugs. Member vintagemore2000 should be able to shed some light on this one.
I've got one of those, although not painted. I really have no idea of value, however.
I had a Slingy snare drum like that 20 years ago.
It came with a four point strainer (which would pop off if you hit the drum hard), 8 tube lugs and a light brass shell.
Someone said it was a Professional model?

The drum in the original post looks to be the professional model as appearing in this catalogue the only difference is that the throw has a long handle on it and mine does not.
It is an 8 lugger as is the professional model...
I can't figure why the throw handle is a bit different.

The throw handle is different because the entire throw off is different. Yours has the 4-hole Shur Grip strainer as used on the Universal model snare. The Professional model snare uses the 3-point strainer.

But the Universal only has 6 lugs and not 8
So is this drum a professional or universal model?

Professional or Universal? I would call yours a Universal but with 8 lugs, as your catalogue shows that the Universal can be had in nickel or white or black lacquer finish. Whereas the Professional is nickel only.
So perhaps mine (above) could be called a Professional but with a four point Sure-grip strainer.
They're the same drum no matter what you call it.
In either case, it seems clear that the Slingerland workshop was putting on what they had in stock. And nobody noticed until 80 years later. Yeah.
