I don't feel that the crack in the batter hoop should deter you. What's more important is the seller's honesty in revealing this AND also including a COS hoop. You could remove the COB hoop for safekeeping and use the COS hoop.
The drum is very clean and the pricing is fair. When you consider that it can now easily cost over $30 to ship a drum, I'd say it's a good price. Also take into account the fact that original wires are included. Puresound was the only manufacturer offering wires for this drum, but they are no longer available. I've got a set of NOS Puresound wires for my 1961 Super Classic, but am not using them since my drum also has original Ludwig wires.

how does the cos instead of cob affect the sound
That's a beautiful drum,trans badge,original wires. I have a red sparkle one of these snares and it sounds great, unfortunately I don't have original wires or aftermarket, I used 15",and dremelled it out for the strainer, works perfectly.
It seems like a great price not much wrong with it, the wrap looks in nice condition too
