The vertical interior wood grain should preclude this from being a Slingerland.

That's not a badge outline. Its the mount for the heater (lightbulb).

Since I have little experience with drums from this era, were light bulb sockets in bass drums factory issue, or a novelty installed by the drummer?

Light sockets were installed by the factory in bass drums and timpani to create a heat source. Calfskin heads are easily affected by temperature and humidity; the warm light bulbs kept the calf heads dry and tight (and in tune). Because the light bulbs also backlit the heads, bass reso heads during this period were painted with elaborate scenes (also a factory option). So what started out as a strictly practical way to keep calf heads in tune turned into a decorative display.
