Those are Slingerland Sound King style lugs you are looking at there, not anything like the Ludwig Accent lugs on the snare in your first post.

Short answer, no.The Rocker, Rocker II and "S/L" series from the 80's/early 90's were wood shell snare drums (usually 4-ply maple/poplar or just poplar...depended on the year of production) that had a plastic chrome finish wrap.
