Identification of bass drum pedal

My opinion is that pedal is from former East Europe production, but maybe I am wrong

Where did they hide the spring?

In the second photo you'll notice a small round adjuster (it looks a little rusty) at the bottom of the upright post. I'd guess there is some type of spring in the pedestal that supports the upright posts.
