Could be anything! I've never seen a square-head key like that, I wonder if it's factory or a home-job? The rail though - looks MIJ to me, possibly Star/Hoshino, but I have been known to make errors from time to time...

Maybe Walberg & Auge two bolt consolette with lower mount missing? See Vintage Tom Mount article (photo #8) in Vintage Drum Guide. Used by many drum companies, the square wrench may help narrow that down.
A crafty Japanese copy or maybe, possibly, W&A? Vintage Tom Mount article by Ken Hart claims the W&A consolette was used by the Kent Drum Co. (see page 1, photo #6). There are some subtle differences but the article says there were some variations. The nuts and bolts should tell the story. MIJ is probably metric fasteners, W&A would be english. The square head nut and wrench seems MIJ to avoid copyright infringement.
