i've been looking for an 18 K istanbul for some time, something lighter than 1400 g. This one's been going on ebay for a while; i don't think it's worth $1400, but what would a fair price be in your estimation?

That particular cymbal was a new stamp. Way too much money in my opinion. Just before the recession I got a 20" new stamp for $1500 and that was high at the time. Prices are lower now from what I've seen. I could be off, but I'm guessing an 18" would go for around $800 - $900 or so.
