Those are first generation Ludwig Rockers. They used Ludwig "Standard" series lugs and that's an very early Rocker kit with that style of double tom mount. Almost all the Rocker kits I have seen have the ball and socket mount. It's also odd that the bass drum mount for the tom post has the plastic T handle, but all the other T handles on the kit are metal (toms/floor tom legs). Maybe the bass drum plate or the plastic T handle is from another kit, or maybe the tom post is not original? This must be one of the very early Rocker kits that were transitioning over from the Standard line, although the Black/White badge indicates 80's.
The Standard series were available in the very late 60's and early 70's and were bascially 3 ply "Classics" with cheaper hardware and fittings, and the insides were Granitone (Gray Speckled Paint). Standards were available until the mid-70's I believe. Standards go for pretty decent money on ebay, considering they were a "budget" or "B" kit at the time.
I think $400 is a fair price. It could be the lighting, but it looks like the floor tom is slightly mismatched color wise.
