So, I took chrome polish to the rim, and it is still plenty hazy and unclean. This is also happening to my COB Supra.
Anyone have some suggestions to help with this?

Did you clean it well (soap n water n dry) first before putting on the polish? What brand polish? Normally if the parts polished have grime on them they can dull the finish. Or the polish wasn't completely dry before you wiped it off, or polish residue hasn't been completely removed and properly buffed out, or all of the above.
Maybe a softer polish cloth? Maybe the haze is a bunch of fine scratches from too rough of a cloth?
I used this stuff, REALLY brought my rusty, nasty chrome back to life, nearly to mint...
When I have cleaned other chrome, I start with a generic water based instrument cleaner that sprays. I wipe it down with a microfiber towel to get off all the solid grime and whatnot. Then, I use Mother's Chrome Polish and wipe it on, let it dry, and wipe it off. I've done a few kits with good results. The only things I have had trouble with are these rims and the Supra shell. Even the lugs for this drum cleaned up really nicely!

That's really strange. The combination of the plating, cleaner and polish had a weird reaction. There might have been some residue on the shell and hoops (old polish of some kind maybe) left behind the cleaner didn't affect. Mothers products are top notch. Maybe try to wash a hoop in soap and water and try again? Hope you get it sorted out!!
If you know the history of this drum, then you will know the answer to this idea.....
If not, then perhaps something improper happen by a previous owner. If this is what I suspect it might be, HERE IT IS FOLKS - THIS IS WHY WE MUST NEVER USE STEEL WOOL on chrome. It might look real nice immediately, but over time it dulls the finish, likely to no avail.
I hope I am wrong and you figure out what is going on. I always do a thorough soaking with Dawn+H2O before polishing anything.

Thanks to everyone for their help in this. I think what I will do is clean it with water and soap and really just start the process over.
I don't think this is a victim of steel wool, honestly, in the condition I got this kit, I don't think the previous owner would have cared enough to try to clean it with steel wool!

Alot of guys here swear by Novus.
I've never used that but I have used some stuff called PEEK. Comes in a tube like toothpaste. Works wonders.
I am very happy with CLR as a first cleaner/soak for small parts. Particularly good for lug casing mount screws and washers, as well as tension screws (no steel wool on the threads!)
I usually use invisible glass/Brasso/one grand blitz wax on everything that is not too nasty.
I did have one useful tidbit to add: that is that perhaps the rim in question was replaced and is an older nickel plated rim? Although most (if not all) chrome polishes will remove Nickel oxide...
It looks more like 'haze' than steel wool scratches to me. Could be a reaction to improper chemical cleaning in the past, but you mentioned this kit appears to have never suffered from "cleaning" in the past...
