Certainly from the Art-Deco decades, 20's-30's, few years after jazz came in France with the soldiers of the WWI.
The first Jazz concert was in Nantes where soldiers where confined. In 1917.

I have a large collection of old bass drums, & I've never seen an American builder w/ t rods, where the rods thread beyond the handle. The inside construction of the shell & reinforcement bands can often give a clue about the maker. That cymbal has just about the right amount of holes to give a nice sizzle ! !

I'm probably less than half way to understanding drums out of Europe and I agree: the thread in the T-rod is a unique one. I always figure that the clues in the drum really lie in the shell design and I would like to peruse those further on this one.

It's possible that your hoops are on backwards. The outer edge that catches the hooks is usually rounded, & the inside edge that lays against the flesh hoop has a flat edge. If they're on backwards, the hooks will chew up the edge.
