Other than some tell tale signs of the hardware and the front reso head being a Pearl logo head, I'm trying to confirm if this is a Pearl. The lugs look just like Ludwigs, but not a smooth radius, these are kind of angled.
Is this a Pearl Export? Ludwig clone lugs?
Well... you're right on the Pearl (style) mounting hardware, but I'm not going to be much help here as I've never seen this type of Ludwig Classic lug knock-off before either. Just another indicater that there is a LOT of different stuff out there, huh?
Hey, I do like the blue gloss wrap though!

Actually Bill, it's been painted over the original wrap, which is black. These lugs have me wondering if this might of been an early Accent or Rocker. The hardware says Pearl all the way. Trying to figure out what it is so I can be accurate when listing, as I'm gonna sell it.

I just checked in Rob Cook's "Ludwig Book" and on pg. 199 there is a picture of what's called a "Low-mass Classic Lug" that might be what you have. The picture isn't great quality, so it's kinda hard to tell.
That lug was introduced in 1998, and your tom hardware appears to be older than that, my guess either late 70s or early 80s. So... since yours is a repainted set anyway, it's really hard to tell what you may have... some sort of Frankenkit?
