it could also be a prototype shell for the kit. they have "b" stock shells they use for prototypes.
i got a kit from my old boss with a prototype paint job. apparently they have shells they use for stuff like this. the toms were misdrilled. he said i had to wrap the kit if i sold it (which i did) and i drilled the holes correctly and still have those toms.
look at the location of the eagle.its tail is under a ft mount. i don't think the production line was like that. i don't have my ludwig books handy to check so i could be wrong. but still a interesting find.
a friend of mine has one of those toms/floor toms. he's trying to get rid of it.
