That's a vintage Japanese rail... I think your Ludwig rail had originally two mounting holes & the "clockface" version as I see it...

Nice kit... Are all of the lugs chrome, or mix and match with nickle?/ I have those "streamlined" snare lugs if you're interested in replacing tho...
