I'm sorry I can't identify the drum but to take the clean up a step further you might try some aluminium foil and water on the oxidation on the shell....

I'd say it's a 90s cheapo MIC kit with 'Star' name plucked out of thin air. The tom/BD lugs do look quite similar to 70s Tama though

often the grubbiest ones shine up best and have minimal pitting on the shell. Maybe something to do with the build up of grease and dirt that protects...
