removing screws

I am having a hard time removing the screws for the tube lugs on the ludwig snare I recently accuired.
Any tips??
I attempted to clean around the lugs but, as you all know, that is a b$%^h!
I am sure these have not been messed with in 70+ years

Used a rust penetrant and it did the trick! It was probably a dumb question but I guess I am feeling a bit nervous about tearing into this drum.
Should clean up nicely!
