Yes, the wire brush will leave fine scratches, but it's the only way

TIPS:

Small, toothbrush-like wire brushes are available at Harbor Freight or most "Brand Name" hardware stores.
No scratches if you use the brass wire brush. Harbor Freight has small brush sets with Steel, Plastic and Brass bristles.

Old School, I've had a couple of those that I cleaned up as best I could and used on a donor drum.
The kid was grateful, and that was good enough for me, and him.

Thanks to all for your input. In regard to the use of Evapo-Rust, I'm a big believer in that product, based on past experience. However, the thickness of the rust on certain spots of this rim, is ridiculous. Perhaps I'll just save this one for a "spring cleaning" project that I can work on outdoors in a few months. I also like your idea, Kevin. Thanks!

6" fine wire wheel mounted on a bench buffer will knock the rust off and take it down to bare metal. After that some good quality car wax will help to seal it so the rust doesn't come roaring back. Can be saved...

Soak that rim in some of that dollar store white vinegar. It will eat that rust off completely. You may lose some chrome but it will definately still be useable.
