Yes, that kind of wood (called Luan or Lauan) was often used at those drums.

In general the first kits from Star (I don't know much about Pearl/ Yamaha etc. of that time) were not dedicated to be 'high-end' kits, but mainly cheap kits indeed.
Star changed it's marketing strategy only in the very last days and when they switched their name to Tama. They then and furtheron produced cheap series as well, but also started to take part in the better quality lines and innovative hardware.

Most probably not earlier than 1970 until the switch to Tama in 1974.
