To clean that baby up what is used is what is called paste rouge you can buy a kit at Home depot or Lowes Here I have posted a photo of what kit looks like. Also buy a can of Paste wax and numerous pads for buffing do not mix rouges on pads when applying

This come with 3 different paste you are going to use the Black paste to remove all impurities in metal such as pitting and old lacquers.

Once that is done use red to clean up drum

Then use white to polish up.

Make sure you do this out side it lets go lots of dirt. Once drum is polished apply paste wax and buff it out. Here you have some photos of the work that I have done Befor and after and a lu of photos from my fb page.
