Looks very Mapex-ish. Definitely not "vintage". Strainer, lugs and nylon washers give that away.

Looks very similar to another brand of snare I had seen before. "The Clevelander II" (although I have never seen a "The Clevelander I" LOL). See attached photos.

The music store I teach at use to have one (Clevelander II) in the lesson room. It was 10 lugs and looked like the photos below, very, very close to the Royce snare you are asking about. The shells look identical.

I don't know much about it, but I always assumed that it was made as an "educational" snare, meaning it was for schools and students, but I'm not 100% sure. I always assumed it was Mapex made because of the lugs, but it could be the same factory in China that makes all that stuff.
