I got in touch with Mike Cooper and he pointed me to Emmanuel at oldrums.sfr.fr.

Turns out....It's French!

Most likely metric, (38 cm), which is 14.96 inches, which is why a 15" head is ever so...

How much of a premium is it for the custom-sized heads?

I often wandered about a 17" Bass Drum because I'm not much a fan of 18's and 16's don't really cut it either. Something in between always...

I am still trying to get an ID on this thing. Very curious to see what it is.

Also, still have no idea what to do with it, keep it as a museum piece, clean it up, use it, modernize it...

No throw whatsoever.

There's the screw that you see that tightens straight to the butt plate, which does not attach anywhere. The butt plate simply sits above the ring of the bottom head and is...

Here's the strainer. I wouldn't call this one a "Throw-off" because there isn't a handle, just adjustment. Would be a pain to to turn the snares off on the fly.
