I am just curious but if it is an oxidation process and even all around wouldn't it be yellow under the lugs also?

I'm not sure exactly but someone saved it from the dumpster and then I took it from there. Here is what it looked like when I got it.

Just saved this one from a dumpster.
Was painted over and only extra holes was the mount which was added to a virgin bass drum and the 13" to accommodate tom mount. 22/13/16 pre-serial.

I picked up a set cheap for a back line set to be used as the main kit for a benifit and they sounded great and everyone loved the sound . The wrap actually came of easily ( was COW) and the rivets...
