Like other said, spin that area around towards the backside. Maybe your stick bag would cover it nicely? That's what I would do anyway.

On the one I have, either arm just slide outs. So the one arm setup would be no problem. Mine is a Camco sizzler.

Yes and yes. I had a Galaxy 20" Club Date bass drum from the same period and it too had the dual disappearing spurs. The double mufflers are also found on various drums throughout the 60's.
