If that is the original wrap, you should see indents and/or marks from the original bread and butter lugs...It doesn`t look like there are any in the pics...This could be more evidence of a rewrap...

According to the Vintage Drum Guide Rogers Badge page, this badge was in circulation from 1938-57...

I`m not sure of value...Someone could restore that to it`s former glory for sure...

I`m thinking that this is a case where someone has converted a tom into a snare...That size is common for a tom...I personally have not seen a MIJ snare smaller than 13" diameter...
